Weapon damage depends only on the type of weapon and the barrel/hiltMs item level. The higher the item level, the higher the damage will be. Now that this is cleared off, lets explain the difference you see. Sniper rifle and assault cannon have the highest base weapon damage. Rifle and pistol are behind. Double-bladed saber is higher than single-bladed saber. One sniper rifle or assault cannon is slightly lower than 1.22 pistols. A dual wielding class has 66% accuracy on their offhand and 33% weapon damage which is 0.22 pistol damage once put together. Pistol and rifle have the exact same average damage. Pistol will have higher variance. So. What you're seeing is two weapons with the exact same average but difference variance. Rifle has a slightly lower maximum and a slightly higher minimum.
