The only item modification that is slot restricted is the hilt. The only way to get around that is to buy an offhand weapon from the comms vendor, place it in a bound-to-legacy lightsaber, have whichever character in your legacy that has artifice as a crafting skill extract the hilt, and reverse engineer it at a 60% chance to learn the schematic. Then, of course, you'd have to have the materials especially the Exotic Isotope Stabilizers and more importantly the operations-drop-only Dark Matter Catalyst to actually craft the hilt to then use in your mainhand.
