It says "...and Supercharged Celerity stacks build twice as fast and can build 3 additional stacks." Supercharged Celerity is the lvl 56 group-wide alacrity buff Commandos have, which doesn't use any "Supercharged Celerity stacks" (it uses standard Supercharge stacks).
