Either way it isn't cost efficient to make all Commando Droids and they wouldn't have changed the outcome since Palpatine was pulling the strings for everything. Well, it seemed like he was leaning taking it over as the Republic, because there were cases where if the CIS was being too big for its britches, he would leak information.
