Is it the critical chance for abilities which use the Force? For abilities that do Force damage? I believe it is the chance that your force powers do critical damage. IE: Your force attack does 5 damage. Your critical is x2. You have an increased chance of getting that critical so instead of doing 5 damage you would then do 10. I think that's what it means.
