Level 32 Matrix Cube requires a trip to a level 37 planet to get the needed crystal?

Not sure if this is a bug or a poor design decision.

 

On the Imp side, getting the level 32 Matrix Cube requires a character to journey to Hoth in order to get a second Red Crystal for the Strength Cube.

 

A quick glance shows that getting that second crystal for most of the cubes requires a player to go to a planet much higher than the cube itself is.
