Or ask a cybertech guy (I think it was cybertech that produced these). Relics can be bought at the "dark side / light side vendors" at the station though. I am level 24 and I have not gotten one from a quest or a drop. Obiously I don't craft them. And I have looked and looked for a vendor but haven't seen one.
