Did the HOT defeat the Emperor at full power?

I have seen throughout different threads that the HOT is one of the greatest jedi because he defeated the Emperor at full strength. But I thought that the Emperor was severely weakened from multiple attempts at starting his life-obliteration ritual? Was the Emperor at full strength when confronted by the HOT?

Hero of Tython killed the Emperor's Voice, you find out if you finish Sith Warrior story.

 

Killing the voice (who held much of Emperor's essence) severely weakened him and rendered him useless, as far as we can tell. For now, that is.

The answer is no. The Hero of Tython defeated the Emperor's Voice not the Emperor. Yes he did transfer his essence to thr voice but lets remember the host bodies have limitations, he had a human body at the time, which, with his Dark side degredation made Palpatine look like a supermodel in comparisson. The human host was simply too weak to handle Vitiate. If Vitiate were in his original Sith Pureblood body, he would win no contest. This is the man who can make copies of himself, teleport and kill things just by looking at them. Even Revan, who is superior to the Hero, ultimately fell against the Emperor's power. The Emperor was more of a thinker than a fighter, he knows you before you begin to grasp him. He is simply too overwhelming for any one person to fight him. Even groups have failed against him, armies in fact. So did the Hero defeat the Emperor? Ultimately, no he didnt.
