I have seen a lot in this world of exiles, the underworld gangs, and the factions that vie for control working for politicians. Huts fighting over systems run by sorcery or broken bounty hunters hired to track the very same crimes they caused for rival factions. The purpose of timed transmission of design data into gravitational distortion, may have something to do with altered dimensional states. The idea of the ability to receive information by letting gravity slow a transmission designed to decode based on a change in gravitational state. If the concepts used by the order hold true, in this case, there is evidence that the information sent, may have also been some attempt, to balance precursor designs stabilized in hyperspace.
