Tenacity
Right alongside dueling, just add a "dogfight" option that tosses you and the targetted player (or your group vs the targetted player's group) into a private match. For the one on one dogfight, first to three kills gets the victory. For the group version, maybe something similar to the deathmatch map we have coming up, but just designed as a premade vs premade skirmish instead of a normal queue. Of course, it might be necessary to limit or remove requisition rewards from these options in order to prevent exploits/farming.

This is a good idea. in SWG, we had open world sandbox style space maps where you could fly around and then flag yourself for pvp or overt. You could also target a friendly or non overt player and challenge them to a duel, which they would have to accept. It's great for trying new builds, training new pilots, and something to do to kill boredom. /support this

Ramalina
It would also be a wonderful way for us to be able to test things and get hard numbers to clarify what slightly ambiguous tooltips mean. It would be a heck of a lot faster than waiting for clarifications on the forums or in the patch notes.
Elly_Dawn
as long as ship or fleet req. is not awarded then i'm okay with it myself, but if req. is awarded in any way it will be exploited for that very reason...
