Flame Engine gives you a free Flamethrower and finishes the cast, no need to have it's CD reduced by 3 seconds, nor do you need the extra 10 second reduction on Grapple for PVE. Standard build for PT tanking: http://www.torhead.com/skill-calc#301GMGrdoroMdRRZrsZb.3 Reason being for max'ing out the aim: as a PT tank, you don't have a lot of designated high threat moves like a Sin or Jugg does.
