You should have the Steely Resolve talent (in the Shield Specialist tree) in your build, which provides a 9% increase to Aim. (In fact, most advanced classes have a similar talent boosting their mainstat by a percentage; only the Sentinel/Marauder and Shadow/Assassin don't have one.)
