The first set were shortly before the Makeb launch to get as many people at level cap as possible to play the expansion. The second time was in anticipation of the summer "dry" period for gaming to give players a reason to get back into the game. So if either of those criteria (level cap increase or seasonal low point in players) are met again they'll probably do some more double XP weekends.
