Your stockstrike and high impact bolt are both white damage and the RNG is determined off of your white damage accuracy. You'll still hit with your gut, IP, and pulse cannon due to them being >100%,, but if you look at your parses, you'll notice that HiB makes up a pretty decent chunk of your damage, and those free stock strikes add up. SS is Tech yellow damage and those can be missed/resisted since patch 2.0. When talking about PVP, 95%/105% accuracy (ranged/tech) is enough.
