Reason being that every other rep vendor sells gear that is bind on legacy. Seeing that Reputation is built based on an individuals legacy, it only makes sense to make the gear bind on legacy like the other vendors. This also makes the most sense, seeing as people pay you loads of cash for your cartel market items as well as build rep in the process.
