Rail shot can only be procced by incapacitating the target (stun, knocked down, etc) or if the target is taking periodic damage (not necessarily your periodic damage). Combust does neither of these. Combust only reduces the damage that target will do. Yet don't let that discourage you from getting combust. Due to combust being a very handy ability. If you plan on going the shield tree, then you'll end up getting the best trigger for railshot in the second tier. Using rocket punch as a trigger.
