It's a bandaid to a PvP system that is flawed because of the separated itemization and of Expertize. I personally would have no problem with scrapping the expertise system all together and being able to buy kell dragon gear for the current price of conquerer gear with ranked comms. But the second you let the PVE community know that PVPers are gonna get "Their" gear without setting foot into a HM/NiM op, expect all of their heads to explode and the website to crash from all the QQ threads posted at the same time. That would be a sudden, unexpected and refreshing way for more diversity, more choices, more setups. Different set of items in the same system instead of different items in different systems. Like different set bonuses, etc... In an ideal world there will be no expertise or bolster. These are terrible implemented systems to separate the PvP and PvE population.
