Lockboxes returned from Advanced Treasure Hunting mission have an item roll level of 51 and require at least level 51 to open. There has been no answer yet whether this is a bug or intended behavior. None of the other crew skills is restricted to character level in any way as far as I know, so I consider this a bug. It needs to be fixed, as lower-level crafting alts cannot open these boxes and the boxes are bound to character, therefore filling up the inventory and cargo bay pretty fast.
