Sometimes, when you use Precision Slash, your Ataru Form hits and grants you Hands of Justice. It should finish the cooldown of Precision Slash, but it doesn't. It's still on Cooldown. Is this happening to you too? I don't think it's working as intended.. I've noticed on my Carnage Mara that quite often I'll get the proc on my Gore which can be a little annoying as I have to double check if the ability actually fired and procced or if it didn't fire. I suspect what you are seeing is HOJ proc before you PS, for example on Leap or Zealous Strike which can waste HOJ PS reset proc. I see this happen maybe 10-15% of the time when using Charge -> Battering Assault -> Gore. It actually proccing on the Gore only happens maybe 5% of the time.
