Specs with armor penetration in tree (arsenal merc, rage jugg, concealment op) use either energy or kinetic. All other specs use either internal or elemental. It has ZERO to do with what kind of damage your character actually does. The proper relic for your spec will do about 45 DPS. Improper by one step will do about 5-6 less.
