I've not played a Scoundrel yet, but I know several classes have talent abilities in the talent trees that have a chance (%) of resetting the cooldown of other ability(ies). Or, do you mean, that it gets near to cooldown end, then the cooldown restarts? Not exactly sure what you mean, but hope what I posted helps.
