I don't think they're done with the legacy system exactly, but I think they're more concerned with things they can better monetize: Makeb and other new content they can sell "tickets" to. Most people I know spent cartel coins to get their legacy unlocks. Rocket boost and such. You think they wouldn't pay 20 quid for an account -wide valor only ?
