I'm not a huge pvper but will dabble every now and then, what I'm wondering is if this build http://www.torhead.com/skill-calc#801hMbZMsMMRrfkds.2 will be useful both in pvp and pve? In one Tactics spec, you use High Impact Bolt (HIB) on the crit proc, and as a result, spec heavily into the HIB synergies. In another Tactics spec, you use Pulse Generator (PG) to build stacks for your Pulse Cannon (PC), then use PC every time it is available to you with 3 stack of PG. I cleaned up both specs for you. Spend those remaining three points in the following way: 1 in Steely Resolve 2 in Heavy Stock I really don't like to put down another player's ideas, but I would not endorse the first reply's ideas about tactics being a choice between pulse generator or combat tactics.
