(At least not in my playthrough, even though I frequently asked him to.) He objects to devouring a cyborg Sith by saying that metal is bad for the digestion, but that could just be a joke in the same vein as his sabacc-face joke. I think it's funny to think of him actually chowing down on the whole Jedi. Otherwise, what can he do...intercept the spirit/Force presence of a dying Force user? That would account for him only doing it to Force users; to the best of my knowledge, ordinary people don't get persistent spirits in this galaxy.
