If they devs feel they need to tinker with RE rates for some reason, they'll do so, but I dont' see them putting a mechanic in that lets players do that same thing without any concrete way of knowing how many players would take advantage of it, and thus what the overall impact was likely to be. I could accept perks that put a limit to the number of tries it takes to RE an item, but I feel that, on average, the number of attempts it takes is probably too low already.
