Who wants to explain HEC to me. Because as of now, the only thing i can see it being used for is to get a bigger crit. Plasma and Ion are better in every single way, something should be done about HEC to keep it on par with the other two.

+8% Damage to the majority of your skills, +15% in-combat run-speed, and +27-69% ammo regeneration.

 

If you're Tactics, you'd be a fool to use anything else. If you're using a spec that's meant to go with Plasma (Assault) or Ion (Shield Specialist), then you'd be a fool to use HEC.

Technically, Plasma Cell tests out about 70 to 100 dps higher for Tactics builds if specked into the buffs in the Assault tree. However after three days of testing, the heat management to run the Tibetan Candle is difficult at best.

 

However, you are correct each tree is designed specifically for each Cylinder. While HEC is not as dps impressive it does have some very nice advantages that the other trees don't get.

Take into account all the stat boosts previously posted.

Now, it comes down to gameplay, the extra movement, if used "tactfully" (hence tactics) can keep you fromgetting backstabbed.

The extra speed boost is in combat only.

I know i mean while in combat, For Example: scoundrel is trying to back blast you etc, with the speed boost you can manage to avoid them gimping their damage significantly.

 

Edit: HEC's speed buff is applied out of combat, no use though as it doesn't stack with sprint.
