If you're Tactics, you'd be a fool to use anything else. If you're using a spec that's meant to go with Plasma (Assault) or Ion (Shield Specialist), then you'd be a fool to use HEC. Technically, Plasma Cell tests out about 70 to 100 dps higher for Tactics builds if specked into the buffs in the Assault tree. However after three days of testing, the heat management to run the Tibetan Candle is difficult at best. However, you are correct each tree is designed specifically for each Cylinder. I know i mean while in combat, For Example: scoundrel is trying to back blast you etc, with the speed boost you can manage to avoid them gimping their damage significantly.
