Thats intended to keep noob guilds from having them its supposed to be a guild effort to have one not have a lowbe leveling guild just buying one right when they form. A 4 person group doing level 50 daily missions for two hours will make that and have enough credits left over for Alderaan wine and Twi'lek **s.
