The pieces will come as you level and do quests. You might end up with a lucky drop, but there will be plenty of opportunity from various quest/heroic rewards or bought via commendation or specialty goods vendors. Edit: I will add that ppl ssem to be having difficulty getting a moddlable belt. They seem to be rather rare.
