I think the pvp weapon vendor has one that looks similar (or perhaps they have that specific one). Wish I could be more help than that.. I do have one though, it's currently on Aric. EDIT: Could also have been from a planet commendation vendor, but I forget which.. Sorry, at work right now.. Edit2: Pretty sure it's a commendation vendor.. I remember having some extra commendations and picking the cannon up thinking to myself that if it looked like garbage I'd rip the mods out and put em in my current cannon.
