THat isn't counterintuitive at all. Vsync caps your framerate to your monitor's, which is typically much lower than the maximum of 110 fps that the game tries to run at. Double and triple check to make sure you don't need a stronger one. Yes, please ensure that your power supply is capable of outputting at least 1.21 jiggawatts! Then let us know how your GPU is doing. Seriously though, with a PSU that weak I'd be more surprised if you weren't overheating while running. If possible, test a more powerful PSU in your machine first (maybe a friend could loan you one?) If i go afk and get back to login screen i almost fry my gpu each time. they arent optimized and its our GPU that pay the price. they cant have that much to render really...
