Look at the sage's salvation to see how it actually performs. Burst heal (800-1500) + HoT (11 ticks at 350-600 per). This is available every 15 seconds (17s on cast), and their Resurgence reduces its cost. It's fully spammable with Sorc energy strategies. They can heal every person in their raid party for more than Emergency scan can one person, and more frequently at that. Even Revivification is still phenomenally powerful without its burst heal. If you compare it to missile you'll find that, while you can probably match the healing (assuming only three people are in the AoE), you'll spend more than double the amount of time casting the instant, the healing will be marginally slower (18s vs. 17), and it'll never be as useful in a raid situation. Do we even need to compare it to the Operative's 31 point AoE, which is only a hot, heals for less (about half of Reviv's base), and has a target cap? Hell. It heals by proximity instead of HP priority and even with its lower (12s) cooldown it can't be spammed due to energy constraints. This is the crux of the AoE debate. Why are sorcs the only healers made capable for general raid healing, and why would lifting the target cap suddenly imbalance Mercs and Operatives?
