Once I did it, I got the message: "It has been a week! Your respec counter has been reset to 0. Respec Successful! Respect Cost is: 0" So it turns out your respec cost resets weekly. How about that? It only resets seven days after your LAST respec. So if you respec every few days it doesn't do you any good. Imagine someone who does group Ops 2-3 days a week but chooses to PvP in a different spec on off days. They never see a reset. Still needs dual spec.
