They will add to the story with content patchess and, eventually, expansions. Making more VA'd story driven content just takes too much resources to update the story as soon as some get through the previous content, and Blizzard can't do it with WoW and most of their quests are copy pasted "go and kill" quests, and have little to no voice acting or cutscenes. Just farm dailies/hardmodes and do a few operations while we wait for the content patch.
