Yeah, i believe i was 22 on that quest. My rotation is (and please correct me if i am doing something wrong): Charge (if i can) - Deadly Saber - B. Cause it seems its the better tree atm, right? I'd recommend you respec to Rage if you decide to PvP a lot at level 40+ since at 40 you would get Force Crush if you put your points in Rage.
