Looks like a re-skinned version of the Consular PVP sets you can get at 50.

Quoting this directly from my skill tree. Conveyance "Rejuvenate has a 100% chance to grant Conveyance, which increases the effect of your next healing ability: Benevolence: Force cost reduced by 50% Deliverance: Activation time reduced by 1 second Healing Trance: Critical chance increased by 25% Salvation: Force cost reduced by 30%" That is with 2 points put into the talent. So if you have 2 points in the talent, cast Rejuvenate, it should give you conveyance. Then your next deliverance will have the 1 second off.
