The reward goes to the character that completes the last achievement for the tier. Same as every other tier.

Champion tier specifically says Solo or Tactical.

No, the point is people being lazy self-entitled cry-babies. If you want the rewards of the event, you have to actually take part in the event. There is nothing ridiculous about it.

Level the character you want all the packs on to 25. Then level all the other characters you need for the tier reward you want. Go back to leveling the main and complete remaining achievements. All packs are now on one character.

I do not know how you could miss it.
