Are you sure the xenotech weaponmaster's vest doesnt drop from KP sm? Is there anyway to get it then?

I was just wondering where this armor piece drops exactly. I heard you can get it in KP SM or LI SM, so i would just like a confirmation and/or which boss it drops from and at what rate. Unless you can get it somewhere else?

I was just wondering if there was any ranked warzones running on this server at all? I tried solo queuing and group queue, but it doesn't seem to be any matches. Am i missing something here or is there no ranked pvp on this server at all?
