I've never been on Ebon Hawk so I wouldn't know about the PVP population there but if you're having trouble finding people and don't mind a bit of a ping increase you should definitely just transfer your character to Harbinger.

Yeah sorry dude it seems like quite a few servers are suffering from population problems. It doesn't seem like Bioware is going to do much about it so your best bet would be to transfer your characters to a more active server.

As far as I know it has a decent PVE population but not a great PVP population. So I guess it depends on what you prefer.
