So why does it put that massage on the screen with I try and put a Jawa (Personnel agent) down?

Just been doing thing in my stronghold and when I tryed to put a Jawa down it said this message " You have reached your limit for NPC declarations in this stronghold and cannot place more" How can I place more Personnel Agent's? I only have one at the moment and my stronghold in on Coruscant.
