Level 35. I'm at 6700 affection with elara and I've started chapter 2. No conversation opportunities since Nar Shadda. I thought once I hit chapter 2 I could start talking and romancing her. Is this a bug? Do I have to get to a certain point in Chapter 2?

I am at level 18 but can only access [underworld trading] missions 10-16. Why?
