No mainhand kit at Illum main base. I'll try Black Hole later, but it's strange - there is Birthright parts of the armor, but no main hand?

Hello. Where can I get Birthright Construction Kit? On forums I read that it can be purchased for daily commendations, but it seems that there isn't any daily commendations now. I'm now at Sector X and all daily missions are giving basic commendations. Thanks in advance.
