This is the gear I currently have and my final setup that I do not plan on changing any further atm. I run with a 0/10/31 DF spec. I hit all my desired caps without mixing any mods and get the first tier bonus from each of the sets. I don't think the 5 max energy will be too important and with DF I have to stay in a 30m range for my dots most of the time anyways so I don't think I'll get much from the increased range to quickdraw and distraction. The 3 seconds to flyby is god like and an extra second on dodge is a nice little defensive buff.
I chose bm implants over the wh because I would be losing 15 cunning in favor of 5-6 crit, surge, and exp along with 25 more endurance. I like the cunning more, and I'm already at my desired caps for crit rating and surge. not sure if its best choice or if it's even significant enough to matter.
I took one of the on hit proc relics instead of a double power relic. That power comes out to 25.99 more bonus damage that for my spec will be added to a mix of normal and internal type damage. I figure with how much individual damage hits are going off with DF that the proc of 184 internal damage should be going off every 4.5-5 seconds. Without knowing how much each of my attacks get from bonus damage I can't say for sure, but I think proc would be better or at least as good. Again, that's even if the difference is significant enough to even matter.
