Is it possible to bring the second section of the quick bar under the first section, so instead of 12 slots, having 24 available to click, if so.. how?

Hi, Is there any way of making the quick bar at the bottom of the screen any larger, as if it was larger i would be able to fit more things into at and it would save me constantly changing to different tabs when i want to use a special move. Thanks :-)
