You're welcome to your opinion, but honestly, they're just not. I don't think it's that significant a nerf either, but it's not a significant buff at all, definitely not on paper. In practice, some healers may prefer aspects of the changes.
Slight buffs in my view are the option to run the new 6-piece for Recuperative Nanotech cooldown, Recuperative Nonotech costing less energy, Kolto Injection healing for more, and Kolto Infusion healing for more up front.
Slight nerfs are Kolto Probes healing for less, Recuperative Nanotech healing for less, and Kolto Infusion healing for less total.
Diagnostic Scan, Kolto Waves, and Surgical Probe stay more or less neutral IMO.
The healing reductions to the three HOTs are significant enough that the other buffs just can't make up the HPS lost. Those reductions also likely cause a burst healing nerf for any target that already had Kolto Probes rolling, even with the buff to Kolto Injection.
The good news is that Operatives are still pretty viable. The biggest nerf was to AoE healing via Kolto Probes and Recuperative Nanotech, which probably were too powerful in almost all boss encounters.
The changes also allow us to mix up our play/rotation a bit, which could be fun. But a significant buff, I don't think so.
