My main is a tank, and I guess I've been fortunate that the majority of the time PUGs work out fairly well for me. There have only been a handful of times where I've had really bad random groups. They just tend to stand out in memory. For me, part of the problem is the incentive. I've got 2 other 55s in addition to my main, along with a bunch of other alts. Gaming time is fairly limited, so basically, once I've run a HM FP and gotten the associated dailies out of the way, there's no incentive for me to run another FP with that character. The off chance of gear I don't really need isn't enough, for me it's comms. So basically, one run a day with my tank and they're retired until the next day, which I'm sure doesn't help with people looking for tanks.
