im running 64 bit. and i do play with everything on low and shadows completely off but i still get really bad framerate, like maybe 20

i have the hp g62-340us. amd athlon II P340 dual core 2.2ghz 8gb of ram amd M880G with ati mobility radeon hd 4250 im running everything as low as i can in the graphics area and my game is still running super low fps. my lat is fine at like 40ms but my fps is around about 10-20. any help would be greatly appreciated, i really like this game but im not even off of the starting planet yet and already im having these problems
