Do you keep those character slots if you go preferred?

I'm currently subbing, but I'm thinking about going preferred. The problem is that I'm an Alt-oholic and I love playing with my other toons. I have a total of 8.Was there any mention of us being able to purchase additional characters slots on the cartel market? Thanks in advanced
