In The Jedi Sentinel combat tree there is a skill called "Debilitation", which should according to the description, if two points are put in it, apply as follows; "Masterstrike has a 100% chance to immobilize the target for the duration of the ability".
That was actually the case when facing weak and normal opponents, before I put points in this skill. I decided to put points in the skill. It it ended up having the opposite effect.
Allthough it might not be a primary concern it should be corrected nevertheless. Replacing the "Debilitation" skill with something else could also be viable solution, maybe improve the "Precision slash" skill, add a few more seconds or such, for instance.
If anyone has thoughts on this I would be very keen on hearing them
