I had the EXACT same problem, "A Tightened Grip - Lord Tetsu" and "Operation Shatterstorm - Operative Che'nash" did not talk to me or offer a quest, all others did.
Found the fix, not from any tech help here.. so far they have been USELESS, fill out ticket in game and they tell you to go to here, fill it out here and they tell you to fill out a ticket in game.. W T F ? can't they get their crap straight...
Fix found on another site said to use the Repair button... Hmmm Why couldn't a tech here say that?
Ok, on the main screen after you log in with login and pw, don't click the PLAY button yet, click the little gear to the left side of the screen, when it pops up, you should see a REPAIR button.. Click it and let it do it's job... Logged back in and went straight to Ilum, both the 2 quests "A Tightened Grip - Lord Tetsu" and "Operation Shatterstorm - Operative Che'nash" were available.
