All DPS need accuracy. Some might have class bonuses that reduce the amount of accuracy to get to 110%, but all DPS need to have some accuracy on their gear.

If it is not in the patch notes I doubt it has been fixed. Also, I have not seen any post stating it is a bug, but I agree it needs to be fixed. Are they aware of it? Is it intentional? Do they plan on fixing it? I have no clue...
